There is a gentle patience in the voice of Jim Stephenson, who denies the last 23 years of his mind in motion.

There is also a strength, a sense of peace, optimism and hope and determination that only a truth of the briny deep felt could offer someone whose life has been affected by a reluctance unimaginable: the kidnapping, rape, torture and murder of his 11-six year old son, Christopher, in the hands of ruthless pedophile Joseph Fredericks, 45, the weekend of Father's Day, 1988.

Today, Jim Stephenson reasons bittersweet praise as he awaits the April 15 implementation of the revised registry federal sex criminal, who has become proactive similar to Ontario's registry - Christopher's Law - which will celebrate its 10th anniversary April 23.

"If the register - the system (computer), they have today - was inappropriate at this time, the events of this weekend have not been so tragic," said Stephenson.

"I think that Christopher would have been saved."

Today there are 24,444 names of sex offenders on the sex offender registry nationalists (NSOR), which includes 13,630 names on the register criminal sexual Ontario (OSOR).
